Do people still use these anymore?
Maybe you should be able to 'register for bounties' which will send ones of people in your range as a note. I love the idea of bounties, but after going a number of times and finding no bounties on anyone I can harm I eventually stopped checking.

The bounty system was disabled a while back due to a particularly pernicious bug which has baffled 5 different coders at last count. The disabling was intended to be temporary while we fished out the source of the problem, but we didn't anticipate the level of stump-itude it would cause.
At some point, we might take a crack at either re-examining it or rewriting it from scratch.

For what it's worth, I poked at it for a few hours a while back and couldn't get the bug to repro. I can't remember if I ever told anyone that.
