Just a simple suggestion from a simple player. But...
How about a little something nice for assassins? Yeah I know they're pretty much good as they are now being able to see everything save rangers/Outlanders and flat arcanes without Mark of the Prey, concealing themselves, and doing the one-hit kills via assassination. So what could I be possibly suggesting? Well, maybe a little something that may or may not bring extra fun to the gameplay table. Now, bear with me.
What if it was set up so that other players could make use of the Assassin's Guilds all over Thera to place hits on other players? You know, make them closer to actual hit men if need be?
This is how it could work. A player could go up to the entrance of any assassin guild and place a hit with the guild guard. I don't know. Something akin to the guild guards for thieves to do the guild join thing. But yeah the player would have a choice of either playing a hit using their name or doing it anonymously. The latter, of course, costing an additional fee to do on top of what they intended on paying for the hit to be done. Once the hit has been placed with the guild guard, a note to all assassins gets sent out with the information of the hit. Who the target is, who placed the hit (either a name or Anonymous), and how much you would get for the hit. In order to accept, the assassin has to go to the guild. Multiple assassins can accept the same job and multiple jobs can be taken if need be. Whoever gets it done first is the one that gets paid and whoever else took the job gets notified that the hit has been completed. Of course the other members of the guild wouldn't know how many of their fellow assassins took that job and so forth. Also, perhaps a time delay can be put into place on how long a single character can place a hit. Like a RL week, which coincidentally could also be how long an assassin has to complete the job. After a week from the time the hit was placed, the person who requested the hit would be informed that it was failed or something and they can get their money back from any assassin guildguard.
Also. When placing a hit, the guard can give a suggestion on how much coin should be used based on the target's race, level, and class and will not accept anything less than that estimate. Possibly using the same code for 'consider'? I dunno. But obviously placing a hit on an assassin is going to be more expensive than a normal hit. Moreso if it is going to be Anonymous. Oh yeah, every time an assassin enters the same room as the guildguard they get a tell from the guard telling them how much time is left on whatever jobs they accepted.

With which people could set bounties on the heads of their enemies. There wasn't any timer, though. The bounty system got closed since it was breaking pfiles through some memory leaks. Based on this, my comment is that a timer isn't really necessary. I think the old first guy to collect the bounty gets it-type of system would work just fine, using the old bounty offices.

We do have a bounty system in existance, though it's more than understandable that it's not noticed, since it's currently broken. It's not too surprising that many of the those characters that did the most with that system were assassins, but I think it's good that warriors and other classes can join in. Although, I admit I like some of the ideas that you have, such as anonymous bounties, etc. Now if we can just get Qaledus to poke Valguarnera enough that it gets fixed :)
