Well i was searching through the Carrion Fields home page cabal stuff when i read over the Arbiter, and thought that it be a pretty interesting idea to have some scrolls of the ways of them be found, and a few Ancients left from the times try to rise in power and over throw the Tribunals claiming that the Tribunals them selves are not protecting the Laws as they should, sure this may be just another old boring idea.. but hey its just an idea. im sure theres many reasons why they stopped being in existance and all, but i just figured it make for a new step in role play instead of the same cabal against the same cabal.
Your Ideas and opinions on this matter would be nice to post here, and keep in mind again just idea no request.

I'm not sure what the payoff of removing a law cabal and replacing it with another law cabal would be at present. Unless you have specific ideas about why the Arbiter design would be superior to the Tribunal one, it sounds like work for the sake of work.

I think he's more coming up with a roleplay theme that he found interesting. IE: Old Gods or other strong powers seeking to return the Arbiters or Justice to power over the current police dogs. Personally, as a suggestion to this player...I'd say that's something you can roleplay, yourself. It's not likely to take strong hold, but it could be fun. The main problems you have are A) Tribunals *ARE the ones in control right now. That makes it rough from the start.
B) Most of the older cabal Gods are either considered "dead", vanished, or have become Tribunal Gods (Bria for example), so it's hard to really say there's great powers who would argue with the tribunal.

I personally like the Tribunal to an extent. It was a fresh face on a OLD cabal. What I do however think would be more effective at enforcing law is a hybrid of Arbiter and Tribunal. The main thing I dislike about Tribunal is the subsets of the cabal and their power restrictions. I think everyone should get guards in town, as well as be able to flag. Its silly not to be able to even flag. However, certain characters shuold be granted the ability to go "hunt" criminals, as its done now. I think more people should be able to take guards out of town though. These of course would be positions awarded by immortal/mortal leaders. As it stands if you are wanted all you need to do is stay away from town. I long for the good old days of Arbiter hunting partys going out and bringing criminals to justice. Like the posse of the wild west. It was even from time to time a wild card during cabal raids. The ragers show up to raid, who often were all wanted, and you call in the Arbiters to be a thorn in their side. You could call the cabal Arbiters of the Blood Tribunal! Or, something else.

Arbiter was hard to make work even with a lot more numbers. There's just too many leader positions in that cabal. Tribunal is ok as it stands, but I don't really like them either. I kinda don't like the idea of a law cabal at all. Misflaggings, abuse, etc, its fun to some extent but once the novelty of it wears off it just becomes irritating.
