It's a fine line, and I think everyone - imms and players both - could point to characters that tried to lead, and just made things worse. Sometimes they just don't have the credibility to be telling people what to do, or they're overshadowed by someone else who's better at it, or they micro-manage like you said, and just piss everyone off... or the worst, they'll organize people and lead everyone to their doom. That can sometimes be good for a laugh though. :P
