this is all subjective. I think a lot of stuff is situational. If someone is raiding my cabal or in my general cabal area I'm thinking they want some and that I need to defend. Newbie magistrate is just spending time on duty and Scion shifter divebombs him (as the aggressor) 100 times over the course of a few log ins, that just seems worse. Maybe I'm wrong, I dunno.
