From help dodge:
"Even if you do not have the Dodge skill, you may still dodge attacks on
rare occasions. However, your ability to do so will be greatly reduced
compared to someone who has practiced the skill."

Dexterity also "Affects how many items you may carry, your dodging and evading potential, how accurate your strikes are (hitroll), and the minor affects of natural armor class (AC). " per help dexterity.
