The 99% answer: ICly, I'd advise people to treat it the same as if you logged off for that amount of time. It happens with reasonable frequency.

The remaining 1% of cases: The only consideration I might give is that someone who recently deleted and reactivated wouldn't be the best bet for, say, a cabal leadership spot. There, we typically want to identify people who are going to stick with it and not leave the cabal in a lurch. That said, it would only be a weak factor in that decision-- I'd want to gamble on a good leader who might delete, vs. a mediocre character who seems more steady.
