Why i do not see any logs there, is the board broken or something like that?

4011, Most logs end up getting posted in Dio's.

www.qhcf.net is the address. The logs here also require the characters involved to be gone or the consent of the player to post the log.

It looks like Twist edited out the part where the char must be dead, et al. Isn't this true?

4019, Correct. You can post logs of active chars.

...anything that looks like character assassination will be removed of course.
