I dont know how anserable this is, but bards no longer get a capella, and their more powerful songs by simply mastering the sing ability?

They do. If you're not getting them with 100% sing, send up a pray and report it as a bug. If possible, include how you got to 100%- singing a song, a level advance, etc.
