* Fix Empire donate check logic
* Improved some settings to be more newbie-friendly to actual newbies
- Hunger/thirst adjustments under certain levels
- Outfit command logic adjusted
- Additional helpful commentary when saying you ARE a newbie during character rolling, both in that process and by the Academy Prefect.
* Adjust calculation of Vampyre becoming due to the number of people abusing certain things to try and maximize it in a way completely unintended that goes entirely against the spirit of the whole idea. This will make it a good bit harder to become a Vampyre until I find a way to do it that will avoid people doing things like this.
