I remember thieves trying to steal from Garja in the Inn, and before the first thief started, he told me to get ready to ensure quick reactions in tossing him, so that he would not get killed by Garja. I found such use of Heralds annoying, and thought that if I wouldn't toss the thief, he would more efficiently learn the lesson of not stealing in the Inn by dying to Garja. First thief fled, so I tossed him so that he could not hide and retry stealing. The second thief died to Garja, as I saw it more educational not to toss him and save his ass, hoping that he would learn not to steal in the hard way.
