Using emotes to try the "look at you" tactic against people you can't see is a ####ty abuse of emotes and you should feel ashamed.

No, that idea of abusing the emotes has crossed everyones mind at some point that you could do it. It's not witty or clever when everyone's thought of it.

I don't think he's saying he had the legacy. Just that he might have gotten the legacy as a RC reward for using the emote the way he did.

If I'd have come across it, I'd have told him to knock it off. Continued use beyond that would be punished.
Hell, if we don't let people use it in descriptions that don't even impact gameplay, you don't get to fake an emote about it.

I always make mine conditional, e.g. "Should so-and-so notice you looking at him, he flashes you a rakish smile."
Accounts for the fact that the character might be asleep or getting looked at by someone he can't see.

The terminator's description is essentially the furthest degree someone could take a description and try to force you (the looker) into having acted or done something. He means (though I don't want ot put words into his mouth) more like this - "He notices you looking at him and snorts in disgust."
realistically, there will be times, like when he is sleeping or if he can't see invisible and you are invis, that it shouldn't be possible for him to realize you are looking at him.
EDIT: I'll edit to add I feel like that terminator desc is only in the game because (1) it's a relic of the creator of the area; (2) it's entropy; and (3) cmon, it has given everyone that fattest scare when they first looked at that NPC.

Though, sleepy's pretty accurate on his comments. I may be wrong, but IIRC, that was like...literally that character's actual description back in the day. Yay, first age? Secondly, yeah...Balator's super old at this point, and has some outdated-ish things. Thirdly, NPCs in general get a BIT more leeway than PCs, but you'll note newer areas tend to stick towards a higher standard.
As to descriptions in general, the following is from HELP DESCRIPTION
In general, your description should say what people see when they look at you, your size, your stature, what you are wearing, the color of your hair or eyes, distinguishing characteristics, the way you move, etc. It may also say something of your background that would be apparent from your physical appearance. It should not contain information that couldn't be determined without talking to you or casting spells on you such as your history, thoughts, alignment, or motivations.
Your description may contain some small thing you do when someone looks at you, such as a smile, or a nod, a blessing, etc. but you CANNOT do things like killing someone, or summoning them, or anything of that nature. Keep in mind, you'd have to do these actions EVERY TIME someone looks at you, and many times you may not be aware of their gaze.
While I'll tend to let things go a little if the description is otherwise reasonable overall, if I needed to pull someone into the description room, then I make sure we address everything and that's one that comes up reasonably often.
