It'd be one thing if it dumped someone in the same spot every time it was used, then it could be countered by using it once.

It'd be another if it didn't require less effort than your run of the mill return potion to get.

Ordinarily being wanted would stop you from getting it, but if you are watching people buy it for them, can locate it, can prove who bought it for the criminal with locate object, and then by the order of the Provost can't flag them for aiding the criminal, you can't counter it that way either.

Additionally, teleport can't be used in combat but the object in question probably can, and with a safer range of rooms.
