I never looked at it that way. The Tribunal was viewed as being subordinate to the Empire, but allowed to exist as a separate entity *for the time being* until the rest of Thera had been subdued. Then the Tribunal would be dismantled and replaced by an Imperial equivalent.

So, for the time being, the Tribunal is an ally. Except the good-aligned ones, who are obviously never going to submit to Imperial rule.

A guy who is uncaballed, though, is in an undetermined state, and is remaining there intentionally by his refusal to take the oath.

If you think of the Empire as Nazi Germany, then the Tribunal would be like Italy. Eventually, had the axis powers won the war, I would expect Germany to have dismantled the Italian govt. and made it a territory of a larger Nazi empire. But, for the time being, they had similar ideology and were working together against the allied powers.
