Actually, we have discussed ESL imms before and set up a slightly different protocol depending on how fluent they are. We have had imms in the past whose first language was not english. Generally, a heroimm is required to write an area, but maybe instead we would have an ESL heroimm come up with some lowbie skills, items, or quests that would have the same amount of work needed but would be a little less taxing on the actual language skills.
