This remark is made SPECIFICALLY to clarify Law #3.

You seem to assume it is related to Law #1, "murder". Law #1 already says "protected cities". We already know Law #1 doesn't apply. Why would they need to reiterate that it isn't illegal to attack outside? Oh yes because there's also Law #3. And the phrase "it is never illegal to attack the vindicator outside" is there for Law #3.

That's the logic behind the remark in "help provost" and in the vindicator book.

It even states the very reasoning I described -- an outsider can't tell reliably whether his actions help a criminal or not. Therefore you can't hold him responsible by flagging him.
