For new shapeshifters we have lowered the level in which all forms become available.

so if i have a shifter that already has a form, i will still gain forms at the same level as before?

While I would enjoy getting a final form sooner, I wonder if that wouldn't be a bit messed up having a lion in range of early 30's. Just curious.

It does include final forms...but this tweak was much more smaller than going from 50-51 down to the 30's.
