222, Racial helpfile expansions: Elf and Arial

Arials and High Elves have had their racial helpfiles expanded quite a bit, after various discussions and meetings about where we're going with these. (High Elves are the ones who see 'Elf' on who.) Kudos to Kastellyn, Savraeth, and Shokai for writing the newer versions up.
