A number of abilities have been changed so that ghosts can no longer do them to non-ghosts, including NPCs. As a ghost, you're granted considerable protection, which is intended to buy you plenty of time to get back on your feet. It's not intended to be used 'offensively'- allowing you to use ghosthood as a shield while you make someone's life miserable.

To illustrate it with an example, let's say you're raiding an enemy cabal, and a healer is defending. You're having a good day, and you manage to kill the healer. Now, under the old system, the healer could rest up quickly, and come back to make your raid very difficult by healing and granting Sanctuary to the guardians, and there's no longer anything you can do to stop them. It's worse than an out-of-PK-range enemy, because you can't even get other players to neutralize them.

Under the new system, you can still use helpful abilities on yourself or other ghosts, helping them to get back on their feet after their defeats.

ICly, consider yourself between worlds after a death. (It's why you can pass through most doors, fly, etc.) The difference is that it now carries a drawback of being less 'connected' to mortal beings.
