I believe there are a small handful of items that can increase your luck, but nothing else a character can do.

I'm not aware of anyone ever messing with someone elses luck stat. As Nep said, it really doesn't affect very much at all, so even dropping it to 3 isn't going to make much of an effect at all in the overall scheme of things.
