I don't think these are vuln fire, which I assume (being undead) that they should be.

I'm cool with by design (especially for skeletons) but I'm just curious what the reasoning is for some having the fire vuln and some not (p.s. not all the undead there are skeletons).

Area author discretion. Not all undead are created equal! Some might be extra dry and ready to go up like firewood. Some are aggressive, others aren't, some kick dirt, others don't, etc. etc. etc.
