Should skills like lash, entwine and whatnot work underwater? It seems a bit off in my head. If it's by design, is there any justification for it?

You pick lash and entwine? Why not flurry or drum or any number of other things. I'm sure the reason is that they dont' want underwater fights to consist of people punching each other until someone dies.

Sort of like how things are for the way assassins are currently?

Besides, it seems like entwine can work anywhere. It's a powerful skill, and thought maybe it'd be cool if they couldn't entwine EVERYWHERE, and have at least on drawback to it. And no, I don't consider your primary wield being hands (due to entwine) as a drawback.
