So the question is, shouldn't it come at least somewhat practiced from the very start? I mean I gained this skill through observation, shouldn't it be functional from the start? Plus you never know if you ever gain it, so saving practices for it... I don't know.

It's an added perk, and the practice requirement raises the value of high INT/WIS a bit.
