This just seems off to me. I am not slowed or anything.

These commands were stacked.
Seems odd to me I regen the same % standing or sleeping, or is this a result of the "was he sleeping last tick" code?

Yeah you probably only caught the last part of the tick for sleeping, and caught a decent part of the next tick sleeping so you got extra regen there.
