I spent a good good while in ST, exploring a lot but when I came out and went to discuss, there was nothing to discuss. Is it possible that this area slipped past the exp and observation additions?

Wasn't passed up. If it doesn't have the most exploration XP of any area in the game, it's definitely in the running. Observation is in there too.
Apparently you haven't accomplished as much as you thought. :)
