7894, Minor oversight with the enliven command?

When a mage character loses its concentration on casting a spell, it seems standard practice that only half of the required mana becomes consumed. Fail to enliven a spell while in form however, and you will consume the full amount of mana just as if the spell was casted successfully.
By design?
