Unless you're talking about a druid's Call of the Wild, which doesn't work in a number of places very close to civilization by design.

Think there is one or two rooms in silverwood where you can't beastcall. Same rooms as you cant camo/chameleon I think.
I just remember stumbling into it once a long time ago, but I allways thought it to be by design... But what do I know :D
