Wizard in Settlement.
I try to sell a wand. He can't afford it.
So I buy several things from him, totalling more (by a fair bit) than the wand.
He still says he hasn't enough money for the wand.

Shopkeepers may bank excess money, and may not dip into it for a single large purchase.
