A Small Room
This small room is unnaturally quiet. The smooth gray stones of the floor,
walls, and ceiling are illuminated by an unwavering white light. Two narrow
beds, one atop the other, dominate one wall, set firmly into the corners. A
small desk and wardrobe have been packed into the remaining space. Though
everything is as clean in this room as in those on the lower levels, it
appears as though these students are allowed to have more personal
possessions. Several pictures, probably of the students' families, line the
walls as do paintings and other decorations. A door is set into the south
wall.

Wearing a fine blue robe, this is obviously one of the Tower's senior
conjurers. Having nearly reached the pinnacle of her guild, she has
become one of the most powerful magi in the land. She will soon be given
the duty of exploring the possibilities of conjuring and binding more
powerful servitors along with the other experimenters.

The angel and earth elemental are mine. The conjurer's description seems to indicate that this guy can and has bound servitors, so there is no reason this one shouldn't be. Or is this just some game balance to prevent us PC conjurers from dismissing their minions? (If so, have mercy? :P)

Mobs aren't set up well to have servitors in the same sense that a player is. For now, it is by design.
