I was browsing the area list (on the website) and I spotted this:
Cities:
| All | Jazur - The Outpost of Tir-Talath
| All | Scarabaeus - Hamsah Mu'tazz
| All | Galadriel - Galadon
| 10 - 51 | Galadriel - Ruined City
| All | Pet/Aeon - Udgaard
| All | Vass/Rad - Seantryn Modan
I'd wager to say that Arkham, Darsylon, and Eryn Galen also belong there. They're cities, and the above list isn't of protected cities, so....
I'm a nitpicker, sorry.
PS What makes Galadriel think that the Ruined City isn't suitable for All? If it's a hometown...*shrug*
