I must be very bad at haggling.

Shopkeeper tells you 'See anything you like? A lucky thing you came along.'
buy mushroom
Shopkeeper says 'Some folk around here dinnae like yer kind, but yer money is good enuf fer me.'
Shopkeeper says 'I woulda cut de price ifn ye boughts more den one.'
You haggle the price down to 21 copper.
You buy a small, pale mushroom.
Or does my race (elf) raise the normal price of 15 coppers?

The dialogue in bold face is your clue why the shopkeeper did what he did.
Shopkeeper says 'Some folk around here dinnae like yer kind, but yer money is good enuf fer me.'
