It's intentional that you can learn those skills permanently through use. It's not a magical property of the weapon- plenty of nonmagical exotics have these properties.

Having the skill at >0% is useless without an appropriate weapon in your hand, however. It's just there on your skill list as a reminder that you have a bonus to that kind of skill.

It is not true in general, however. Many items grant a skill or spell, and when you remove it the memory is gone completely.
