So, wizards = spells, I can understand and relate to that. though with enemies of battle, with the imperial situation, wouldn't it ultimately seem logical you can almost sense communes or songs?
Currently all it can discern is Spells (flagged spell) and Powers.
So, just a question if by design

Having observed both wizards and enemies of battle effectively, scouts are capable of seeing what magical auras and spiritals affects are applied upon their enemies. Given time, Scouts have even been rumored to determine the duration of those affects.

Battle isn't an anti-priest or anti-bard cabal. Their enemies are magi, and their powers reflect this.
Also, see the bug forum FAQ- it's clearly the intended function of the ability. This forum is for things that are broken.
