3091, Guard calling without scales

Even when the scales are held by an enemy cabal, tribunals can call guards after guards after guards. I know of no other cabal that gets to use cabal powers without their item, other than truesight, which comes at a price. Bug?

By design (and they can also use wanted without the Scales, also by design)
