I raised 11th level:

You dedicate your training to using shields.
Unexpected results:
- no shield mastery skill
- all other defender's skill here
Expected result:
shield mastery skill at level 10

Shield mastery (along with a few other skills) is wacky in that in order to unlock the skill you have to hit the prerequisite (which should be 80%, after the Santa Umishuli request), but ALSO perform a successful shield block AFTER hitting that 80%.
Go fight something while wearing a shield, block an attack and you should get an echo that you feel a rush of insight or whatever.
