24453, Water no longer considered wilds for any ranger execpt water?

This is a follow up to the serpentkinship post. You stated that if it is not the wilds you cannot call them. A while back water was changed to wilds for all rangers, but just could not camo, or do other things but certainly counted toward wilderness time.
Has that now changed? As if it has changed back that is a misunderstanding by my part and I'm sorry. I assumed water was wilds and that only water in cities was considered "not wild" like Galadon river. Could you confirm/deny this for us please?
As the serpentkinship post was in regards that all was wilds so why no ability to call serpents?

Not a bug, so I'm not interested in code diving.
If you aren't a mariner, don't expect your fancy ranger stuff to work in the water.
Use your prompt to figure out if you're in wilderness, home terrain, etc.
