It didn’t make sense that you cannot take on water at all.
Second water is wilderness and there are sea snakes that are the most poisonous on our planet. Why can it not be called on water?

Not sure what you're talking about.
If water isn't wilderness for you, then surprise, you can't use it in non-wilderness.
If water is wilderness for you, you can.
