I was unable to complete the fine leather quest after bartering away the filthy Svirfnebli statue for something other than the fine leather belt.
started another character and didn't have a statue in my inventory until I accidentally dropped everything and decided to outfit.
I tried that solution with my older character multiple times to no avail.

Outfit can give you what you need.
If you barter with the wrong folks, that's not a bug.
