It probably should be "insulated leather water skin".
The item in question is from the shop in the Frozen Gorge.

Keywords are often not in the same order as short descriptions.

The object's keywords are one thing, but it's actual short description is wrong - I was just so focused on the keywords I missed it.
Current short name is 'an insulated water skin leather'
That'll be fixed to what it should be soon! Thanks for calling me out on it.
