23547, missing edge point bug

I accidentally got 10k obs before hitting level 30 and then missed the edge points when I turned 30.
Same bug at hero, you can not go to 15k explore/obs before hitting 51 or you don't get them when you hit 51.
This bug is 100% confirmed, I've noticed over many char as have lots of other people.
