If you call wind walk while shifted into an avian form then you only get one of the affects. I think the "fly" effect doesn't get added.
However, if you're grouped with an outlander and that person calls wind walk while you're shifted into your avian form then you get both affects.
Guessing the behavior should be the same.

Your air form can get full windwalk.
