I can't see rangers who hide in the skulls while wearing this

As the chief can see anyone else, is it working as it is supposed to, and only able to see orcs and goblins that hide in village as assassins can't. I did this test with a ranger and could not see him.

It lets you see everyone in parts of the village, not necessarily every part.
