Is this expected behavior associated with retreating into an underwater room as a felar?

You can't go into water rooms while hydrophobic.

It looks like the bug is when hydrophobia actually starts.

It looked like the hydrophobia kicked in when he entered the retreat command (which has a 2 round charge-up before he actually retreats), even though the character didn't move yet.

He never entered the water, so hydrophobia shouldn't start until the retreat is actually successful, right?

He walked through water to get there no? That's where hydrophobia started. I suspect this room is not underwater so essentially he left water and tried to retreat back into water, IDK the area so correct me if I'm wrong.
