Currents dragging you along drains mv, which seems buggy given you just float.

I was tempted to change this, but I think the movement cost also makes sense. While you the player may be passive as your character floats along with a current, I don't imagine the use of ships (or whatever) are meant to be without any effort.

If we ever get more subtle in how we handle boats I may revisit this.
