I did speak with an imm and it seems to be not that haggle isn't working right, it's that due to being an elf it's more costly. But it seems a bug that it means more than list price. I can see haggle working less well because of the racial issue, but the top price is the list price, that's why he lists it! Maybe others get a better use of haggle and go even cheaper, but it shouldn't be more than list price, ever. If he wants more for me, then he should list it higher for me, right?

Haggle is actually working here.

The immortal was correct that the shopkeeper in Akan is a bigot and does not like (among other races) elves--so you pay above the list price for the items.

It could be that at some point we alter LIST to show you what you would pay, but I picture this more like a basket of cabbage with a 100cp written over it. You take it up to the counter and instead of refusing the sale he says, "I don't like the looks o' you, boy. Give me 150, though, and I'll look the other way."
