Expected: Hydrophobia to proc to enter the area.
Reality: No hydrophobia despite the exit saying you can dive down here.

Despite the wording of "diving in" with the exit desc, the room that you go into is not underwater, its on the surface of water again.
Dirty dragon trickery to try and keep people away from their loots I suspect.
