Tables and chairs have been cracked and overturned, and untidily pushed aside
to clear a large circle. Carved into the floor is a circle of demonic looking
runes, each pulsing with a sickly blood red glow. A large wooden chandelier
hangs overhead lined with thick red candles, half of which have blown out from
the howling wind. A thin blue glow comes from the west. To the south can be seen
a mutilated main bar. Painful moans and soft chittering come from the east from
a stage raised up against the wall. To the north is the entrance of the Inn.
Almost everything is at least partially obscured by cobwebs.

Getting his mercenary to strike the bouncer, and then he strikes me. Is that a bug, or by design?

This is similar to how in the past you could get someone else to attack a bouncer so that you could pk someone in the Inn. This just happens to be a much more diabolical way of doing it since it only takes 1 guy.
