Is this intentional that the magic inside is level 45 but the scroll is too high to even be read?

I didn't notice until I tried to use it, that it couldn't be done.
There is a feather in the same area, level 25 magic, 51 item, but at least it's usable.

I can't say whether it's intentional or not but I'm inclined to leave it alone.
