I get this message every login and every logout. I still get it when connecting with just telnet. Any ideas?

You likely have an item that is giving you this ability. If you are buck naked and this is happening, then you have a problem--you know, apart from being buck naked.

Okay I have done some more testing on this and even without any items You get the message if you are currently affected by this spell.
i.e.

You are affected by:
Spell: 'giant strength' modifies strength by 4 for 27 hours.
Spell: 'detect magic' for 27 hours.
Timer: 'arcane absorption' for 23 hours.
Spell: 'pass door' for 14 hours.
Spell: 'invis' for 13 hours.
Spell: 'arcane absorption' modifies armor class by -30 for 9 hours.

> quit

Awaiting the hour of reprisal, your time slips away...
You are ready to cast arcane absorption again.

And reconnect ...

Seems I should not be getting this message on quit or reconnect when I am not able to cast the spell as ofcourse I am affected by it.

I'm not sure what is causing this for you (and not others), but I put in some extra safety checks to try to prevent it under those circumstances.
