I believe shrines are typically an area unto themselves? This shrine is attached to a major area judging from where.

Since it will also make shrines easier to find.
Will it become possible to:
Night gaunt
Gate
Teleport
To them?
Also, when I've killed people in shrines I've sometimes been slain. Will this cease?
Finally, some shrines have rooms that you need tattoo to access; will this no longer be the case?

The answer to pretty much all of those is no.
Shrines are still dedicated places to the immortals and entering such places puts you at the mercy of their whims. Do so at your own risk.
